How to renew car registration certificate (RC) online in Pune

The Great RC Renewal: A Pune RTO Adventure

There comes a time in every car’s life around the 15-year mark, when its Registration Certificate (RC) looks at you, sighs, and whispers, “I belong in a museum, buddy.”

I’ve been mostly happy with my car. It has been a loyal and trusted companion all these years, with some great memories associated too. A few years ago, I was visiting dealers to check out some of the newer vehicles in the market, Then out of the blue, COVID struck, and all plans went for a toss, and later, some other priorities took over.

Next thing I know, not only was the car’s RC due for renewal, but even the address had to be updated.

While renewing my driving licence online, I had done everything myself, and avoided utilising services of any agent/tout, and decided it would be the same this time too.

Application Process

This is also online + offline where you first complete the application online and then print and submit the documents offline. You also need to take your vehicle along for a physical inspection. Some friends mentioned that if done through an agent, there’s no need to bring the vehicle. Interesting.

For licence renewal there’s the Sarathi portal, and for vehicle RC address change or renewal, there’s the main Parivahan portal. Once the vehicle registration number, state, and RTO are input, there’s a choice of services to avail of.

Changing Address in Registration Certificate (RC)

Once logged in, select address change option. There’s a Form 33 that needs to be filled in which is mostly straightforward. If you have an ongoing vehicle loan, you need to take the consent of the financier (bank/NBFC) also. This is followed by a document upload section, which includes,

a) proof of current address
b) clear photo of the car (front and back)
c) clear photo + physical copy of pencil print of the chassis number
d) photo of the current RC smart card
e) copy of Form 59, which is the PUC certificate (should be valid)
f) copy of valid vehicle insurance policy

Ensure there are no pending e-challans.

Proceed to make the payment (currently Rs. 558):

Change of address in RC: Rs. 300
Smart Card Fee: Rs. 200
Postal Fee: Rs. 58

Print the documents and submit them in person at the RTO office.

After that, for a long time, the status kept showing “Online transaction successful, but not inwarded at RTO”, and after almost 3 weeks, I received the new RC with updated address.

Renewal of Registration Certificate

This time, I had to select Form 25, which is meant for renewal of RC. It contains all information about the vehicle and the applicant. I had to upload the same set of documents again, namely;

a) proof of current address
b) clear photo of the car (front and back)
c) clear photo + physical copy of pencil print of the chassis number
d) photo of the current RC smart card
e) copy of Form 59, which is the PUC certificate (should be valid)
f) copy of valid vehicle insurance policy

Again, ensure there are no pending e-challans.

Charges for renewal of Registration Certificate (RC)

I had to pay Rs. 5,658:

RC Renewal Fee: Rs. 5,000
Smart Card Fee: Rs. 200
Vehicle Inspection Fee: Rs. 400
Postal Fee: Rs. 58

Besides this, I also had to pay Rs. 3,000 as Environment Tax. This is valid for 5 years.

At the Sangam Bridge RTO, I submitted the documents for scrutiny. To my surprise, the official asked me to get a chassis print again in the Form 25 sheet, in the empty space below. This was a bit unexpected. It was quite hot outside by this time, and took me 10-15 minutes to get a perfect print.

Previously, an official told me to first update the address and then renew the RC, so it would be dispatched to the correct address. Online search results were varied, so I assumed the official was correct.  Turned out to be misleading, because during this RTO visit, another official said I could’ve done both address update and renewal together.

Ugh, waste of time and money. Also, lesson learned.

A visit to the Alandi RTO

Once the documents were in order, I drove the next day to the Alandi (Phule Nagar) RTO for a physical inspection of the car. I was going there after *decades*, and wow, that place hasn’t changed one bit, barring a couple of things here and there. Reached around 10 am, and was among the early birds.

Work begins in a leisurely manner, so find a shady area under a tree to park, and be prepared to wait. There are agents along with a huge queue of different vehicles in different areas; trucks, buses, autorickshaws, personal vehicles (both 2/4 wheelers); some for renewal of RC, renewal of fitness, driving licence test, and so on. I had to wait for an hour before one of the inspectors arrived.

While submitting the form, the weird thing here was that I had to put the old RC in a plastic bag and staple it to the Form 25, because they didn’t have those big staplers to directly staple the card.

Luckily, one of the roadside photocopying shops outside had those small plastic bags and stapled it to the form. He had a grin on his face, probably from seeing folks coming for this all the time.

Carry a stapler and small plastic bag if you’re headed there for your car’s RC renewal.

Car inspection at the RTO

The other inspector was a lady, and she had an assistant beside her. His job was to tell me what I had to do in the car while she kept rattling out instructions for various checks.

• Open the bonnet of the car, open the boot
• Verify chassis number with the pencil print
• Move the car forward and reverse
• Check braking efficiency
• Check reverse, tail, and brake lights
• Check parking lights, headlights, high beam/low beam
• Check left/right turn indicators
• Check all mirrors (side mirrors as well as rear mirror inside)

After all this, she said the car didn’t have radium reflective tape. I was wondering where to get that done. Voila! the assistant pulled out a bunch of tapes from his bag, and fixed them on the car; white strips at the front, and red strips at the back.

Service with a smile, and payment of Rs. 200.

We had to wait for an hour for the other “senior” inspector, who would counter sign all the pending applications till then. They told me to submit the documents to the Sangam Bridge RTO, as  apparently Alandi RTO had no storage facility. This was a weird reason. Someone could’ve easily carried all the applications after closing hours.

Final submission of documents

Reached the Sangam Bridge RTO at 12 pm. I kept my fingers and toes crossed that they would complete everything before their lunch time. I met one of the senior officials, who was surprised to know why I was there. He called one of his subordinates and asked why people were being inconvenienced by having to make multiple + unnecessary trips to both RTOs. They accepted the documents, and I finally drove out of the RTO premises around 1 pm, giving myself a pat on the back.

Time taken for online Registration Certificate (RC) renewal

The overall time taken for both RC address change and renewal took around a month, the former taking more time. I received the renewed Registration Certificate (RC) by post within 10 days. The format, layout and colour is quite similar to the new driving licence smart card, with shades of blue.

Self vs Agent: Slightly inconvenient, but definitely better

Apparently, agents quote anywhere between Rs. 5,000 – Rs.10,000 as fees, excluding the charges payable to the RTO, so around Rs. 15,000 to Rs.20,000 in all. This may vary depending on the extra work needed, like update/linking of mobile number, change in address, paying e-challans, or penalty if you have delayed RC renewal beyond the permissible timeframe.

By doing it myself, I spent just under Rs. 9,000 in fees, and of course, my time, effort, and fuel.

Was it worth it?

Yes. I’m glad I stuck to my “no agents” rule. However, compared to renewal of driving licence, it was more time-consuming to renew the RC.

Let me also say that “agents” are not evil. In fact, for many folks unable to spare the time and effort, they may feel paying for convenience is a better option. Based on the experience of 3-4 friends, they find driving school instructors more reliable compared to those folks hanging around the RTO premises.

But there is something empowering about discovering that you don’t actually need to use one.
